SmartScreen prevents from installing fdminst.exe 6l4n

I've ed fdminst.exe from http://www.freemanager.cinevost.com/ site using Chrome Version 48.0.2564.109 .
When I tried to run it, Windows SmartScreen prevented from running, telling that it's unecognized app from Unknown publisher.
The message box has option "Run Anyway", but you should make your application recognizable by MS SmartScreen .
I am running Windows 10(Version 1511)
